Kalite Güvencesi | Yükseköğretim programlarının niteliğinin gözetilmesi için;
Yükseköğretimde lisans programlarının kalite güvencesi “Yükseköğretim Diploma Programlarının Kalite Güvencesinin Sağlanmasına Yönelik Usul ve Esaslar” a göre sağlanır: 1. Öğretim Programlarının Oluşturulması ve Onaylanması: Yükseköğretim kurumlarında lisans bölüm ve programların açılması için gerekli olan asgari standart ve ölçütleri YÖK belirler. 1.1. Yükseköğretim kurumlarında lisans programlarının müfredatı ve her bir programın öğrenciye kazandıracağı öğrenme kazanımlarının neler olacağı, YÖK’ün bu konularda belirlediği temel ilkelere uygun olarak yükseköğretim kurumlarının senatoları tarafından belirlenir. 1.2. Ulusal Çekirdek Eğitim Programlarının müfredatı ilgili Dekanlar Konseyi tarafından kabul edildikten sonra YÖK’ün onayıyla yükseköğretim kurumları tarafından uygulanır. 2. Ölçme-Değerlendirme: Her bir lisans programının öğrenciye kazandıracağı öğrenme kazanımlarının ölçme ve değerlendirmesinin nasıl yapılacağı, YÖK’ün bu konularda belirlediği temel ilkelere uygun olarak yükseköğretim kurumları tarafından hazırlanan öğretim ve sınav yönetmeliğine göre yürütülür. 3. Belgelendirme: Lisans programlarına kayıtlı öğrenciler, yükseköğretim kurumları tarafından belirlenen ders kredilerini ve diğer yükümlülükleri başarı ile tamamlamaları halinde; lisans diploması alır. 4. Öz Değerlendirme-Dış Değerlendirme: Yükseköğretim kurumları, sürekli izleme bağlamında, her yılın başında bir önceki yıla ait “Kurum İç Değerlendirme Raporlarını” Yükseköğretim Kalite Kurulu (YÖKAK) tarafından hazırlanan Bilgi Sistemine girer. YÖKAK, yükseköğretim kurumlarının dış değerlendirmesine ilişkin hazırladığı “Kurumsal Geri Bildirim Raporu”nu kamuoyuyla paylaşılır. Ayrıca, YÖKAK tarafından yetkilendirilen veya tanınan akreditasyon kuruluşları tarafından verilen akreditasyon kararları da programların yeterliliklerinin kalite güvencesinin sağlandığını gösterir. Ortaöğretim yeterliliklerine dayalı, sekiz yarıyıllık bir programı kapsayan ve belirli bir öğrenme alanına veya mesleğe yönelik eğitim veren bir yükseköğretim programıdır.
Öğrenme örgün, açık veya uzaktan öğretim şeklinde gerçekleşir. Ayrıca; uygulamalı eğitimler yükseköğretim kurumları bünyesindeki laboratuvar ve atölyelerde ya da endüstride, sağlık kurumlarında ve iş yerlerinde staj veya iş yeri eğitimi olarak yapılmaktadır.
- Bir iş veya öğrenme alanına ilişkin teori ve ilkeleri eleştirel bir yaklaşımla sorgulayabilecek ileri düzeyde kuramsal ve uygulamalı bilgiye sahiptir.

Yükseköğretim programlarının niteliğinin gözetilmesi için;
- YÖK, yükseköğretim kurumlarında eğitim ve öğretim ile diğer faaliyetlerin planlanması, düzenlenmesi, yönetilmesi ve denetlenmesinden sorumludur.
- YÖK tarafından belirlenen kriterler çerçevesinde hazırlanan yükseköğretim kurumlarına ait “Üniversite İzleme ve Değerlendirme Raporları” her yıl yayımlanır. Bu raporlara göre hazırlanan, yükseköğretim kurumlarına yönelik nicel ve nitel değerlendirmeleri içeren raporlarda YÖK tarafından kamuoyu ile paylaşılır.
- YÖK tarafından vakıf yükseköğretim kurumlarına ait akademik, idari ve mali verileri içeren “Vakıf Yükseköğretim Kurumları Raporu” her yıl yayımlanır. Vakıf yükseköğretim kurumlarına yönelik yapılan nicel ve nitel değerlendirmeleri içeren bu raporlar YÖK tarafından kamuoyu ile paylaşılır.

Mühendislik Eğitim Programları Değerlendirme ve Akreditasyon Derneği (MÜDEK)
- Ortaöğretim kurumlarından ya da denkliği Milli Eğitim Bakanlığınca onaylanan yabancı ülke ortaöğretim kurumlarından mezun olmak ve yükseköğretim kurumlarının lisans programlarına kabul şartlarını sağlamış olmak.
- Usul ve esasları YÖK tarafından belirlenen, Ölçme, Seçme ve Yerleştirme Merkezi (ÖSYM) tarafından yapılan merkezi sınav sonucunda yükseköğretim kurumunun ilgili lisans programına yerleştirilmiş olmak.
- Usul ve esasları YÖK tarafından belirlenen, yükseköğretim kurumlarının özel yetenek sınavıyla öğrenci kabul eden programları için ÖSYM tarafından yapılan merkezi sınav sonucunda yeterli puanı almış ve özel yetenek sınavını başarmış olmak.
- Usul ve esasları YÖK tarafından belirlenen, ÖSYM tarafından yapılan Dikey Geçiş Sınavı (DGS) sonucunda önlisans mezunları için yükseköğretim kurumlarında bitirdikleri alanların devamı niteliğindeki lisans programlarına yerleştirilmiş olmak.
- Lisans diplomasına sahip olanlar, yüksek lisans programlarına ve ilgili şartları sağlamaları halinde lisans derecesi ile kabul edilen doktora ve sanatta yeterlik programlarına devam edebilirler.
- Lisans öğrencileri, eğitim almakta oldukları yükseköğretim kurumlarının açtıkları çift anadal programlarına katılma hakkına sahiptir. Çift anadal programlarına kayıtlı öğrenciler, iki diploma programından eş zamanlı olarak ders alıp, başarılı olmaları halinde iki ayrı lisans diploması alabilirler.

Further Info | Assessment of Success: a) In assessing a student’s performance in a course, the grade the student has scored during the semester work over a hundred and the grade the student has scored at the end of the semester over a hundred are taken into consideration. b) In measuring success, the weight of the grade during the semester is 60% and the weight of the final exam is 40; Achievement Grade; 1) In determining a grade, relative evaluation system is used. For a student to be considered successful in a course, he must have a minimum GPA of 2.0. If a student has courses in which he has been provisionally successful in his instructional plan, he must have a minimum GPA of 2.0 to qualify for graduation. And, this course is included in his GPA. 3) G (Pass) indicates that the student has been successful/satisfactory in a course and not included in his GPA. 4) K (Fail) indicates that the student has been unsuccessful/unsatisfactory in a course and not included in his GPA. 5) İ (Leave of Absence) indicates that the student has been unable to complete the requirements of a course because of sickness or some other valid reason pursuant to the relevant provision of this Regulation and is not included in GPA until it is transformed into an achievement grade. If this course is not completed the following semester in which the course is available, İ automatically turns into an FF. 6) M (Exemption) indicates that the student have exemption for the previous program courses which are deemed equivalent to the courses offered in their new undergraduate program. Decision for the course exemption is made by the relevant faculty committee. The courses that student is exempt from are processed as a non-credit exemption and they are not included in the student’s GPA. Resit and Graduation (1) A make-up exam is administered in place of a mid-term exam. In case of multiple make-up exams, the student can only sit in one of these exams. The provisions stipulated by the Senate apply to whether a student can sit in a make-up exam or how to administer a make-up exam. A make-up exam for the exams at the end of the semester won’t be allowed. (2) The provisions regarding resit exams are as (a) For a student to be able to sit in a resit exam, he must have added the course at the beginning of the semester and must have fulfilled the requirements to be able to take this exam at the end of the semester. Students who have missed a resit exam cannot have a make-up exam for it. (b) Students who have been unsuccessful or provisionally successful (not F0) can sit in resit exams. The score in a resit exam is considered a final at the end of the semester. An achievement grade is assigned at the end of a resit exam by taking the percentages of visas, assignments and the resit exam into consideration. (c) A student who have missed a resit exam gets E (Incomplete) and remains as the achievement grade of the course. The resit achievement grades are included in semester grade average points. (3) The provisions regarding graduation exams are as follows: (a) To be able to sit in a graduation exam, a student must have fulfilled the requirements to take the final exam at the end of the semester. The students who haven’t qualified for a graduation exam can’t sit in a make-up exam for this exam. (b) The students who have to pass a maximum of two courses before their graduation are granted a graduation exam for the classes they have failed after the resit exam and within the period stated in the academic calendar. The students who are unable to graduate due to their GPA below 2.00 can take a graduation exam in two courses in which they have been provisionally successful. (c) To be considered successful in a graduation exam, a student must get at least a CC. The grade taken in the exam takes the place of the achievement grade of the course. Quality Assurance | In order to monitor the quality of higher education programs; • YÖK is responsible for planning, organizing, managing and supervising education, training and other activities in higher education institutions. • "University Monitoring and Evaluation Reports" of higher education institutions, prepared within the framework of the criteria determined by YÖK, are published every year. Reports prepared according to these reports, containing quantitative and qualitative evaluations for higher education institutions, are shared with the public by YÖK. • The "Foundation Higher Education Institutions Report", which includes academic, administrative and financial data of foundation higher education institutions, is published every year by YÖK. These reports, which include quantitative and qualitative evaluations of foundation higher education institutions, are shared with the public by YÖK. Quality assurance of undergraduate programs in higher education is provided according to the "Procedures and Principles for Providing Quality Assurance of Higher Education Diploma Programs": 1. Creation and Approval of Curriculum: YÖK determines the minimum standards and criteria required for the opening of undergraduate departments and programs in higher education institutions. 1.1. The curriculum of undergraduate programs in higher education institutions and the learning outcomes that each program will bring to the student are determined by the senates of higher education institutions in accordance with the basic principles determined by YÖK on these issues. 1.2. The curriculum of National Core Education Programs is implemented by higher education institutions with the approval of YÖK after being accepted by the relevant Deans Council. 2. Measurement-Evaluation: How to measure and evaluate the learning outcomes that each undergraduate program will provide to the student is carried out in accordance with the teaching and examination regulations prepared by higher education institutions in accordance with the basic principles determined by YÖK on these issues. 3. Certification: Students enrolled in undergraduate programs, if they successfully complete the course credits and other obligations determined by higher education institutions; receives a bachelor's degree. 4. Self-Evaluation-External Evaluation: In the context of continuous monitoring, higher education institutions enter the "Institution Internal Evaluation Reports" of the previous year into the Information System prepared by the Higher Education Quality Board (YÖKAK) at the beginning of each year. The "Institutional Feedback Report" prepared by YÖKAK regarding the external evaluation of higher education institutions is shared with the public. In addition, accreditation decisions made by accreditation bodies authorized or recognized by YÖKAK also show that the quality assurance of the qualifications of the programs is ensured. Access Requirements | Those who want to enroll in YTU undergraduate degree programs must get the sufficient score required by YTU from the exam administered by the Student Selection and Placement Center (OSYM) and should not have an existing enrollment in another higher education program. The rules and regulations in “Directive On Application and Registration of Foreign Students” are applied to the students from abroad who want to enroll in this program. It is a higher education program based on secondary education qualifications, covering an eight-semester program and providing training in a specific field of learning or profession.
Learning takes place in the form of formal, open or distance education. Moreover; Practical training is provided in laboratories and workshops within higher education institutions or as internships or workplace training in industry, health institutions and workplaces.
The student:
• has advanced theoretical and practical knowledge to question the theories and principles of a business or learning field with a critical approach.
• possesses advanced innovative specialist skills in solving complex, unforeseen problems in a business or learning field.
• analyzes data on problems in a business or learning area and develops evidence-based solutions.
• manages complex professional and technical studies related to the field, takes responsibility as a team member in solving problems that may arise in practice, and determines the professional development needs of team members.
• evaluates the knowledge and skills he has in his field with a critical approach, determines his learning needs and has a lifelong learning approach to meet them.
• communicates effectively in written and oral form in his/her native language and uses a foreign language at least at the European Language Portfolio B1 General Level.
• uses field-specific information technologies at least at the Advanced Level of the European Computer Use License.

Assessment of Success:
a) In assessing a student’s performance in a course, the grade the student has scored during the semester work over a hundred and the grade the student has scored at the end of the semester over a hundred are taken into consideration.
b) In measuring success, the weight of the grade during the semester is 60% and the weight of the final exam is 40; Achievement Grade;

2) (DC) indicates that the student has been provisionally successful in a course. For a student to be considered successful in a course, he must have a minimum GPA of 2.0. If a student has courses in which he has been provisionally successful in his instructional plan, he must have a minimum GPA of 2.0 to qualify for graduation. And, this course is included in his GPA.
3) G (Pass) indicates that the student has been successful/satisfactory in a course and not included in his GPA.
4) K (Fail) indicates that the student has been unsuccessful/unsatisfactory in a course and not included in his GPA.
5) İ (Leave of Absence) indicates that the student has been unable to complete the requirements of a course because of sickness or some other valid reason pursuant to the relevant provision of this Regulation and is not included in GPA until it is transformed into an achievement grade. If this course is not completed the following semester in which the course is available, İ automatically turns into an FF.
6) M (Exemption) indicates that the student have exemption for the previous program courses which are deemed equivalent to the courses offered in their new undergraduate program. Decision for the course exemption is made by the relevant faculty committee. The courses that student is exempt from are processed as a non-credit exemption and they are not included in the student’s GPA.
Resit and Graduation
(1) A make-up exam is administered in place of a mid-term exam. In case of multiple make-up exams, the student can only sit in one of these exams. The provisions stipulated by the Senate apply to whether a student can sit in a make-up exam or how to administer a make-up exam. A make-up exam for the exams at the end of the semester won’t be allowed.
(2) The provisions regarding resit exams are as
(a) For a student to be able to sit in a resit exam, he must have added the course at the beginning of the semester and must have fulfilled the requirements to be able to take this exam at the end of the semester. Students who have missed a resit exam cannot have a make-up exam for it.
(b) Students who have been unsuccessful or provisionally successful (not F0) can sit in resit exams. The score in a resit exam is considered a final at the end of the semester. An achievement grade is assigned at the end of a resit exam by taking the percentages of visas, assignments and the resit exam into consideration.
(c) A student who have missed a resit exam gets E (Incomplete) and remains as the achievement grade of the course. The resit achievement grades are included in semester grade average points.
(3) The provisions regarding graduation exams are as follows:
(a) To be able to sit in a graduation exam, a student must have fulfilled the requirements to take the final exam at the end of the semester. The students who haven’t qualified for a graduation exam can’t sit in a make-up exam for this exam.
(b) The students who have to pass a maximum of two courses before their graduation are granted a graduation exam for the classes they have failed after the resit exam and within the period stated in the academic calendar. The students who are unable to graduate due to their GPA below 2.00 can take a graduation exam in two courses in which they have been provisionally successful.
(c) To be considered successful in a graduation exam, a student must get at least a CC. The grade taken in the exam takes the place of the achievement grade of the course. Visas and assignments aren’t included in the assessment.
In order to monitor the quality of higher education programs;
• YÖK is responsible for planning, organizing, managing and supervising education, training and other activities in higher education institutions.
• "University Monitoring and Evaluation Reports" of higher education institutions, prepared within the framework of the criteria determined by YÖK, are published every year. Reports prepared according to these reports, containing quantitative and qualitative evaluations for higher education institutions, are shared with the public by YÖK.
• The "Foundation Higher Education Institutions Report", which includes academic, administrative and financial data of foundation higher education institutions, is published every year by YÖK. These reports, which include quantitative and qualitative evaluations of foundation higher education institutions, are shared with the public by YÖK.
Quality assurance of undergraduate programs in higher education is provided according to the "Procedures and Principles for Providing Quality Assurance of Higher Education Diploma Programs":
1. Creation and Approval of Curriculum:
YÖK determines the minimum standards and criteria required for the opening of undergraduate departments and programs in higher education institutions.
1.1. The curriculum of undergraduate programs in higher education institutions and the learning outcomes that each program will bring to the student are determined by the senates of higher education institutions in accordance with the basic principles determined by YÖK on these issues.
1.2. The curriculum of National Core Education Programs is implemented by higher education institutions with the approval of YÖK after being accepted by the relevant Deans Council.
2. Measurement-Evaluation: How to measure and evaluate the learning outcomes that each undergraduate program will provide to the student is carried out in accordance with the teaching and examination regulations prepared by higher education institutions in accordance with the basic principles determined by YÖK on these issues.
3. Certification: Students enrolled in undergraduate programs, if they successfully complete the course credits and other obligations determined by higher education institutions; receives a bachelor's degree.
4. Self-Evaluation-External Evaluation: In the context of continuous monitoring, higher education institutions enter the "Institution Internal Evaluation Reports" of the previous year into the Information System prepared by the Higher Education Quality Board (YÖKAK) at the beginning of each year. The "Institutional Feedback Report" prepared by YÖKAK regarding the external evaluation of higher education institutions is shared with the public.
In addition, accreditation decisions made by accreditation bodies authorized or recognized by YÖKAK also show that the quality assurance of the qualifications of the programs is ensured. It carries out regular review activities regarding the qualifications determined in accordance with the YÖKAK legislation.
Engineering Education Programs Evaluation and Accreditation Association (MÜDEK)
Those who want to enroll in YTU undergraduate degree programs must get the sufficient score required by YTU from the exam administered by the Student Selection and Placement Center (OSYM) and should not have an existing enrollment in another higher education program.
