- Hukuk, muhasebe, temel işletmecilik, yönetim ve alanının gerektirdiği konularda yeterli altyapıya sahip olma; bu alanlardaki kuramsal ve uygulamalı bilgileri kullanabilmek.
- Yerel yönetim şekillerini ve bu yönetimler arasındaki hiyerarşik yapılanmayı hukuksal ve siyasal boyutlarıyla anlama ve yorumlama yeteneği kazandırmak.
- İdari sistemlerin fonksiyonları ve işleyişlerini sorumluluklarını, hukuki kurallar çerçevesinde öğrenme, anlama ve yorumlama yeteneği kazandırmak.
- Yerel yönetim birimlerinde işleyişe yönelik mevzuatı anlayabilmek ve uygulayabilmek.
- Yerel yönetim birimlerinin iş proseslerinin akışını öğrenmek.
- Yerel Yönetim birimlerinin yapısal ve akademik yapısını gözlemleyebilme ve bu kurumlarda gerçekleştirilen uygulamaları ve eğitim programlarını tanıma ve yorumlayabilme, yerel yönetim birimlerinde ofis ortamında kullanılan araç ve materyallerin özelliklerini öğrenmek.
